Basic Employer Responsibilities
Because it would be virtually impossible to
identify and write a set of standards for every job or industry, where no specific
standards have been developed under the Act, the General Duty Clause comes into
play.
General Duty Clause
- Each employer shall furnish to each of its
employees employment and a place of employment that are free from recognized hazards that
are causing or are likely to cause death or serious physical harm to its employees.
- Each employer shall comply with occupational
safety and health standards promulgated under this Act.
- Each employee shall comply with occupational
safety and health standards and all rules, regulations and orders issued pursuant to this
Act that are applicable to his or her own actions and conduct.

A walk-through consists of an extensive
examination of your facilities. It is an evaluation of your organization's total safety
program.
The walk-through covers everything from top
management's philosophy of and attitude toward safety to seemingly insignificant
housekeeping details. Audit of written plans, permits, etc.. Its goal is to identify and
eliminate safety hazards before they result in accidents.
Our walkthroughs are designed to rate your
safety program, recommend and guide, by way of a detailed written report and action plan.

Required per CCR, Title 8, Section 3203.
The regulation requires that every workplace (CA and many other states) with 10 or more employees have an
IIPP. This program must be in writing and address these key elements:
- Designation of responsible
individuals
- Methods to ensure employees follow safety rules
- A system to communicate with employees on safety issues
- Procedures for identifying workplace hazards, including inspections
- Procedures for investigating occupational injures and illnesses
- Correction of safety problems and unhealthy
conditions

HAZARD
COMMUNICATION PLAN
Required per CCR, Title 8, and Section 5194
All employers must provide information to their employees, through a hazard communication program, about the hazardous substances they may be exposed to. A written Hazard Communication Program must be developed and implemented. This plan must include:

EMERGENCY
RESPONSE PROCEDURES
Required per CCR, Title 8, and Section 3220 29 CFR 1910.38.
The Emergency Action Plan must be in writing and needs to cover those designated actions employers and employees must take to ensure employee safety from fire and other emergencies. At a minimum, the following elements must be included:
- Emergency and escape procedures and emergency escape route
assignments
- Procedures to be followed by employees who remain to operate critical plant operations before they
evacuate
- Procedures to account for all employees after emergency evacuation has been
completed
- Rescue and medical duties for those employees who are to perform
them
- Preferred means of reporting fires and other
emergencies
- Names/job titles of persons/departments who can be contacted for further information or explanation of duties under the plan.
- Current evacuation maps need to be placed in your facility.
